win with less than 50% of the popular vote.
Percentages are often used to compare quantities
from populations of different sizes.
A rate of 10 per
1000 is the same as 1%.
There are many
different methods of voting. For example, a
simple majority (or plurality) method of voting
has as winner the choice receiving the most votes. This
method of voting can be unfair if there are more than
50% discount is
the same as half price.
